AUGUSTA, Maine - An overwhelming majority of Maine voters said no dice yesterday to Indians' proposal to build a $650 million gambling casino, deciding promises of jobs and new taxes did not outweigh its drawbacks.

So much for the Boston Herald's "encirclement" theory (shades of the domino theory of Vietnam era) of New England "gaming," to use the industry lobbyists' insipid euphemism.
